Only Chengdu’s pet dogs don’t have anything to protect themselves with from the rain. But they are so small that owners carry them around many times.
Sometimes, I don’t even notice them on the pavement while walking and I think to myself that one day I might end up trampling one of them! Indeed, I have hardly seen big dogs here, due to a strictly enforced policy against owning them personally. I am guessing it’s due to lack of space, as most people live in apartments. It’s very difficult to see a house in the city and coming to think of it I haven’t seen a single one.
